David MilibandSenior Advisor
David is a British Labour Party politician who has been a Member of Parliament (MP) since 2001. He was British Secretary of State for Foreign and Commonwealth Affairs from 2007 to 2010, appointed by British Prime Minister Gordon Brown. David also served during the administration of Prime Minister Tony Blair as a Cabinet Office Minister, Schools Minister and Head of the Prime Minister’s Policy Unit. In 2006 he was appointed Secretary of State for Environment, Food and Rural Affairs and became an advocate for international awareness of climate change and a low-carbon global economy. David studied at Oxford University and obtained a first class honors degree in Philosophy, Politics and Economics. He has a Masters degree in Political Science from the Massachusetts Institute of Technology where he was a Kennedy Scholar.

Steve is the founder and CEO of McBee Strategic Consulting, LLC, which provides bespoke advisory services, risk mitigation advice, and governmental advocacy on a national scale. McBee Strategic advises Fortune 100 companies, and under Steve’s leadership the Firm has become known for helping renewable energy and clean technology companies navigate Washington and the global capital markets. Steve is a recognized thought leader in Washington, on Wall Street and in Silicon Valley. A former Capitol Hill staff member, he has built a reputation for early identification of global trends in public policy. Hailed by Roll Call in 2009 as one of the most effective players in Washington, Steve has also been recognized as “Best in the Business” for three years running by influential Washington publication The Hill. He attended Western Washington University.

Steve is currently Chief Sustainability Officer at IKEA. Previously he served as CEO of The Climate Group, an independent non-profit organization, working with governments and an influential coalition of CEOs to cut global emissions and build a low-carbon economy. Prior to The Climate Group, Steve spent 15 years advising major corporations, NGOs and United Nations bodies on the environment as a partner at Environmental Resource Management. Previously, he was the founding Director of the Global Forest and Trade Network for World Wildlife Fund International. Steve has degrees in ecology and Environmental Physics (Ph.D.) and was named as one of Britain's top environmentalists by The Independent on Sunday in 2008.
Lawrence D. BurnsSenior Advisor
Larry joined the VantagePoint Advisory Council following an extensive career at General Motors. From May 1998 to October 2009, Larry served as Corporate Vice President of Research & Development and Planning/Strategic Planning, reporting directly to the CEO/President. There he helped expand GM R&D to a global organization and increased collaboration with universities, governments and energy companies. Previously, he held a wide range of leadership positions in GM operations, including industrial engineering, quality, production control, planning and product program management. Larry is a graduate of the University of California at Berkeley (Ph.D.), the University of Michigan (MS, MPP) and General Motors Institute (now Kettering University) (BS) and co-author of Reinventing the Automobile: Personal Urban Mobility for the 21st Century. He is currently a visiting research professor at the University of Michigan.

Andy is CEO of Underground Solutions, Inc., a water infrastructure and pipeline rehabilitation company. He was the former CEO of United States Filter Corporation, the nation’s leading provider of water and wastewater products, systems, and services. Andy is a former director of USFilter, Aqua America and National Waterworks (purchased by The Home Depot). He also served on the Management Board of Veolia, S.A., the French-based environmental services company. Andy graduated from the University of Pennsylvania (BSE) and The Wharton School (MBA).

Bernie BulkinSenior Advisor
Bernie retired from his role as Chief Scientist at BP (British Petroleum) in 2003. He spent 18 years at BP and its predecessor The Standard Oil Company, holding various positions in technology and business, including Chief Technology Officer. As BP’s Vice President for Environmental Affairs, he developed BP’s clean fuels strategy and led BP’s strategy and action plan on climate change. He helped to develop BP’s thinking about sustainability, what it means in an extractive company, and the organizational demands of sustainability in a large company. Bernie is a Professorial Fellow at Cambridge University, serves as a Commissioner for Energy and Transport at the UK Sustainable Development Commission and has been the host of the Environment on the Edge talk radio series. Bernie was recently appointed as Chair of the Office of Renewable Energy Deployment (ORED) in the United Kingdom.

A world-renowned architect and designer, Bill is the founding principal of William McDonough + Partners, an internationally recognized design firm and the co-founder and principal of McDonough Braungart Design Chemistry, which employs a comprehensive Cradle-to-Cradle design protocol to chemical benchmarking, supply-chain integration, energy and materials assessment, clean-production qualification, and sustainability issue management and optimization. Winner of three U.S. presidential awards, Bill is a Consulting Professor of Civil and Environmental Engineering at Stanford University and Professor of Business Administration and Alumni Research at the University of Virginia Darden Business School. Bill is a graduate of Dartmouth College (BA) and Yale University School of Architecture (Master of Architecture).
